Development characteristics and policy orientation


The reason why China's steel industry is important is that, from a historical perspective, a rising China needs steel, a prosperous China needs more steel, and a strong China needs better steel. The steel industry has always been the backbone of the country's economic construction. From a practical perspective, China's steel industry has erected a "steel backbone" to support the great rejuvenation of the Chinese nation. It not only provides basic structural materials for traditional infrastructure fields, but also important functional materials for "new infrastructure" fields. From a future perspective, based on the analysis of carbon footprint per unit mass at different stages of raw material production and preparation, steel is the most green and low-carbon competitive basic material, with better environmental coordination and unlimited recycling. Its production ranks first in the world's metal production.
The development process of China's steel industry has gone through exploratory development, steady development, and accelerated development from a large cycle perspective. China's steel industry has now entered a stage of comprehensive development, presenting a trend of high-quality development. From a small cycle perspective, after entering 2022, the domestic and international situation has been complex, and the global geopolitical tension is constantly escalating. The game between cost and demand in the steel industry is still intensifying, and China's steel industry has entered a period of deep adjustment.
The development of China's steel industry has shown characteristics of "five, four, and three" to this day. "Five" refers to "5G" competitiveness. China's steel industry is one of the most globally competitive industries in the country, with good scale, good price, good products, good brand, and good service "5G" competitiveness. The "Four" refers to the "Four Leads", and China's steel industry has achieved scale leadership, equipment leadership, green leadership, and technology leadership. "Three" refers to the "superposition of three phases", and China's steel industry is in a development stage of three phases of reduction, accelerated restructuring, and strengthened environmental protection, evolving towards a high-quality and low-carbon stage.
Under the guidance of industrial policies, the future development of China's steel industry will aim at seven directions: first, based on the regulation of crude steel production, second, using ultra-low emission transformation as the focus, third, driven by energy consumption dual control, fourth, taking intelligent manufacturing as the measure, fifth, taking low-carbon transformation as the guide, sixth, taking standard certification as the guide, and seventh, aiming for stable industry growth.
